What i can do if i don t receive one item?

Hello, in begin of this month, i bidding one sonyericsson c902, after the end i pay the phone quickly, 5 minutes after the end, the seller send me this mail:Hi, Thanks for payment via paypal. I have had problems sending items abroad in the past and my listing did say i will post to UK only. I will send to Portugal if you dont mind leaving the following feedback " Still awaiting item... good communications with seller" so the funds in paypal are released. I am not willing to wait 3-4 days for the item to be delivered until i receive the funds. Please get back to me, If you do leave the positive feedback i will send the phone ASAP. If you disagree the transaction will be cancelled and i will abide by the terms set out in my aucton. Let me know. Thanks, AndyPast one week i dont receive the phone, again contact the seller which said, have the paypal in hold, at this moment no money no phone, i contact the paypal center and the ebay center, at this time the seller don t answer a no oneWhat i can do?i need your helpthxs
