never recieved my items and paid

I bought razor blades(fusion)for my hubby from 2 different ebayers and although i paid immediately i have never recieved them and this has been ongoing for sometime.Ebay knows about this but has done nothing.I have contacted both parties but ebay has removed 1 of them.I have been asked to ring ebay but wont they help me?
