second chance offer

hey all just received an very attractive second chance from apparntly e-bay, but on checking my items i didnt win area, there is no mention of the offer, is this a scam as e-bay are not responding to my questions...if it is a spoof is it from the person who placed the offer???? what can i do about this to take action??
