how do i get to speak to an actual person in eBay?

I've recently been ripped off to the sum of 1600 pounds and have literally spent the last two weeks of my life trying to get some answers from eBay. I can't think about anything else, I've had no feedback whatsoever and it's practically taken over my life! I feel eBay have a lot to answer to at this stage. It should be highlighted the fact that their complacency contributes to the ease to which fraudsters can operate on their system. I won the item in question through a second chance offer that came to me through the correct channels (my eBay account) and the seller had a 100% feedback (although they did have 'privacy' switched on which should have turned on my alarm bells). Now eBay do explain in detail how to spot a fraudulent offer coming in the guise of a SCO and mine was definitely through the legitimate channels. I have the seller's BIC, IBAN, Account number, name, address and phone number. I contacted him and he claims to know nothing about the transaction. I also contacted the Bedfordshire police and reported the 'crime'. They have to wait until my bank can verify the transaction did indeed go through. I can understand how someone can hack into an eBay account but can anyone explain how a fraudster can also hijack someone
